Capital Works Management Framework

Description

This module addresses Public Sector Procurement of Construction and Civil Engineering work. The framework (including a full suite of contracts) was introduced by the Irish Government with the stated aim to achieve cost certainty, value for money, efficient delivery of public projects and eliminate historical construction procurement problems. The Capital Works Management Framework (CWMF) sets out public sector procurement standards, model contracts and procedures, based on best practice worldwide.

Learning Outcomes

  1. Demonstrate a critical awareness of the documentation required, roles and responsibilities of the parties involved, and the procurement options available under the CWMF.

  2. Assess & evaluate project information and advise on the project management structures, processes and procedures required.

  3. Outline the processes for the procurement of Consultants, Contractors and Specialists including the role of sustainability & ethics.

  4. Interpret and use legal documentation associated with the Main Contract.

  5. Demonstrate a working knowledge of the CF1 Form of Contract (Building Works Designed by the Employer)

  6. Assess, evaluate and give reasoned advise on contract related issues / scenarios
